Foundation
What is the Sindh Teaching License?
A mandatory professional credential issued by STEDA that certifies a teacher’s competence to teach in Sindh β required for government and private school teachers.
The Sindh Teaching License is a formal professional certification regulated by STEDA β Sindh Teacher Education Development Authority under the Sindh Education and Literacy Department (SE&LD). It is obtained by passing the Teaching License Test, which is based on the Professional Standards for Teachers at the appropriate level.
STEDA has established three official categories of the teaching license β Primary, Elementary, and Secondary β each tied to a specific teacher education qualification (ADE or B.Ed) and permitting teaching at specific school levels. The license is valid for 5 years and must be renewed through Continuing Professional Development (CPD).
The licensing system is currently rolled out in phases for government school teachers, with plans to expand to the private sector in consultation with stakeholders. The test is developed and administered by a third-party organization β preferably NACTE-accredited β appointed by STEDA, ensuring objectivity and professional standards.

The 3 Categories of Sindh Teaching License
STEDA issues exactly three categories of Teaching License β each linked to a specific qualification. These are the only official categories per STEDA policy.
(Primary)
- Fresh applicants: ADE (Associate Degree in Education)
- In-service teachers: ADE + 2 years’ teaching experience
- Eligible to teach Classes 1 through 5 only
- Lowest entry level β foundation of the teaching profession
- Fee as determined by STEDA
(Elementary)
- Fresh applicants: B.Ed* (4 years or 2.5 years) β Elementary Education
- In-service: B.Ed* / M.Ed / M.A.(Education) or equivalent + 3 years’ experience
- Eligible to teach Classes 1 through 8
- *B.Ed in elementary education specialization
(Secondary)
- Fresh applicants: B.Ed** (4 years or 1.5 years) β Secondary Education
- In-service: B.Ed** / M.Ed / M.A.(Education) or equivalent + 3 years’ experience
- Eligible to teach Classes 6 through 12
- **B.Ed in secondary education specialization
Note on B.Ed Specializations: B.Ed* refers to Bachelor of Education in elementary education. B.Ed** refers to Bachelor of Education in secondary education. The duration differs β 4-year or 2.5-year for elementary; 4-year or 1.5-year for secondary. Both must be from HEC-recognized universities. These distinctions are defined in STEDA’s official Teaching License Policy.

Application Process
How to Apply for Sindh Teaching License
Step-by-step process from registration on the STEDA portal to receiving your license.
Register on STEDA Portal
Visit steda.sindh.gov.pk and create an account using your CNIC, mobile number, and email. Verify via OTP. Keep login credentials safe.
Select Your License Category
Choose from Teaching License (Primary), (Elementary), or (Secondary) based on your ADE or B.Ed qualification. The system verifies your eligibility against the selected category.
Fill Application & Upload Documents
Complete your profile with personal information, qualifications, and employment status. Upload scanned CNIC, degree certificates, experience certificates (for in-service teachers), and photographs.
Pay License Fee
Pay the license fee as determined by STEDA via bank challan or online banking. Upload the payment receipt. Fee payment is mandatory to become eligible for the test.
Receive Test Roll Number Slip
After verification (typically 7β14 working days), receive your test roll number slip via email and on your portal dashboard, showing test center, date, and time.
Appear in Teaching License Test
Sit the test administered by STEDA’s appointed Third Party (NACTE-accredited organization). The test is based on Professional Standards for Teachers at your level, assessing both knowledge and pedagogical skills.
Receive Your Teaching License
Successful candidates are issued the Sindh Teaching License valid for 5 years, downloadable from the STEDA portal. STEDA maintains a verified database of all licensed teachers.

The test is aligned with the teacher education curriculum in effect at the time of test development. This means the test content reflects what is taught in ADE and B.Ed programmes β both content knowledge and pedagogy. The syllabus and a model paper are published on STEDA’s official website.

STEDA plans to introduce innovative assessment methods as the system matures: portfolio assessments, classroom observations, recorded practicum, and other performance-based methods, in consultation with stakeholders.

The test assesses both knowledge AND pedagogical skills. Pedagogical skills can be tested on the pattern of ‘Alternate to Practice’ tests used in various professional fields.

Teaching License Policy β Key Provisions
The core provisions of STEDA’s official Teaching License Policy, as established under the Sindh Education and Literacy Department.
π Three Official Categories
STEDA issues exactly three categories: Teaching License (Primary) for ADE holders; Teaching License (Elementary) for B.Ed* (4yr/2.5yr) holders; Teaching License (Secondary) for B.Ed** (4yr/1.5yr) holders. No other categories exist under current STEDA policy.
β±οΈ Validity β 5 Years
The Teaching License is valid for 5 years from the date of issue. On expiry, it is renewable for another 5 years upon submitting evidence of minimum 5 CPD credit hours from STEDA-approved programmes plus payment of the renewal fee.
π CPD for Renewal
Renewal requires a minimum of 5 CPD credit hours from STEDA-accredited Continuing Professional Development programmes. CPD courses must explicitly mention their eligibility and appropriateness for the renewal of each license category. STEDA accredits CPD courses in line with the professional development qualification framework.
β οΈ Late Renewal Penalty
Late renewal incurs a late fee plus additional CPD credits proportional to years lapsed. For example: 1 year late = late fee + 1 extra CPD credit. 2 years late = late fee + 2 extra CPD credits. Plan your renewal before your license expires.
π License Revocation
In case of serious misconduct or misuse of the teaching license, as determined by STEDA’s Board of Governors (BoGs), the license can be revoked. An aggrieved teacher may submit an appeal to the STEDA BoGs for restoration, who make the final decision after due diligence.
π« Private Sector
Currently in-service teachers in the private education sector who want a teaching license can apply per STEDA’s requirements. In future, in consultation with stakeholders, the government aims to expand the teaching license to all private sector teachers. The rollout is in phases.
πΊοΈ National Portability
STEDA’s Licensing Wing works with other provincial teaching license authorities to ensure Sindh licenses are acceptable in other provinces. A national forum under NACTE’s auspices coordinates between all provincial authorities for cross-province recognition.

The Teaching License Test is developed and administered by a Third Party appointed by STEDA, preferably a NACTE-accredited organization with relevant expertise. This ensures the test is objective, standardized, and professionally administered across all test centers.

Renewal & CPD Requirements
Your Teaching License expires after 5 years. Renewal is straightforward if you have completed your CPD hours and submit before the expiry date.

For each year of late renewal, 1 additional CPD credit is required on top of the standard 5

Administration
STEDA Governance Structure
Understanding who oversees the Teaching License system helps you know where to direct applications, appeals, and queries.
ποΈ Board of Governors (BoGs)
The highest governing body of STEDA. The Chairman is the Education Minister of Sindh. The BoGs appoint the Teaching License Committee and make final decisions on revocation and restoration of licenses.
π€ Executive Director, STEDA
Reports to the Secretary, SE&LD through the BoGs. Oversees all STEDA operations including the Teaching License wing. The Director Teaching License reports directly to the Executive Director.

Appointed by the BoGs, comprising experts from both public and private education sectors. Deals with all matters related to teaching license, including applications, appeals, and policy recommendations.
