If you studied abroad, or completed O/A Levels, the IB Diploma, an American High School Diploma or another foreign qualification, Pakistani colleges and universities will ask for one document before admission: an IBCC equivalence certificate. Issued by the Inter Board Committee of Chairmen (IBCC), it converts your foreign qualification into its Pakistani equivalent — SSC (Matric) or HSSC (Intermediate) — with converted marks. This guide covers who needs it, the exact documents, the official fee, the step-by-step process, processing time, and the mistakes that get applications rejected. Facts last verified: 15 October 2026 (see Sources at the end).
- IBCC converts foreign school qualifications to SSC (Matric) and HSSC (Intermediate), with marks converted to the Pakistani system.
- Official fee for a foreign qualification: Rs 6,000 per certificate (Rs 12,000 for urgent O/A Level equivalence). Fees are non-refundable.
- Apply by walk-in, courier, or online submission (online is for photocopy applications).
- Official processing time: 15–20 working days.
- IBCC handles qualifications up to HSSC only. Degrees above HSSC are handled by HEC — see our HEC Degree Attestation guide.

What is an IBCC equivalence certificate?
An equivalence certificate is IBCC’s official statement that a qualification earned from a foreign board or system equals a Pakistani SSC or HSSC qualification. It matters because Pakistani institutions admit students on the basis of SSC/HSSC marks, so without equivalence your foreign grades cannot be slotted into the local system. You need it for admission to Pakistani schools, colleges and universities, and for jobs that require SSC or HSSC. IBCC issues equivalence for qualifications from more than 150 boards and systems, including Cambridge O/A Levels, the American High School Diploma, the International Baccalaureate (IB), Canadian qualifications, and others. Note: IBCC deals with qualifications up to HSSC (UK Level 3). Anything above that — degrees and Level 4+ qualifications — falls under the Higher Education Commission (HEC), not IBCC.
What your qualification becomes
| Foreign qualification | Pakistani equivalent |
|---|---|
| GCE O Level / GCSE / IGCSE | SSC (Matric) |
| GCE A Level | HSSC (Intermediate) |
| American High School Diploma | SSC + HSSC |
| International Baccalaureate (IB) Diploma | HSSC |
| GED High School Equivalency Diploma | HSSC (with conditions, see FAQs) |
Subject rules decide your group. For O Levels completed in Pakistan, IBCC requires eight subjects: English, Urdu, Islamiat, Pakistan Studies and Mathematics as compulsory subjects, plus three electives. A Levels require three subjects. Only grades A to E are accepted — grades F and G are not. For O Levels completed before 2006, seven subjects were required. For the American High School Diploma, marks are calculated from five academic subjects in Grades 9–10 for SSC equivalence and five in Grades 11–12 for HSSC equivalence.
Documents checklist
Requirements vary by qualification, so treat this as the general checklist and confirm your qualification’s own form on ibcc.edu.pk. Bring originals: IBCC staff must see original documents and mark them “Seen Original and Verified” at the Head Office in Islamabad or a regional office (Lahore, Karachi, Quetta, Peshawar, Bahawalpur). Documents in a language other than English need an English translation from the concerned university/embassy or NUML.
- Completed application form (from ibcc.edu.pk)
- Original and photocopy of the foreign qualification certificate
- Year-wise transcripts / mark sheets / diploma showing dates of admission and completion
- Fee payment receipt
- Photocopy of CNIC
- Passport photocopy showing visa, entry and exit for the study period abroad (for students who studied abroad)
- Four photocopies of each educational document (signed by the applicant)
For O/A Levels, also attach: Original GCE certificates of both O and A Levels with photocopies attested by a government officer of Grade 17 or above; one photograph; attested photocopy of CNIC or birth certificate of the applicant, parent or tenderer; any earlier SSC equivalence certificate issued by IBCC; and any provisional certificate/letter with marks already issued by IBCC. Note: a Statement of Result for O/A Levels is valid for a maximum of six months — after that, the original certificate is required.
For an American High School Diploma: Original diploma plus the original consolidated 4-year transcript (Grades 9–12) in a sealed, signed and embossed envelope from the issuing institution; attested copy of the school’s accreditation certificate; and school profile/course description guide.

Step-by-step application process
- Identify your form and checklist — Download the correct application form for your qualification from ibcc.edu.pk and confirm the exact document list for it.
- Prepare documents — Gather originals, attested photocopies, translations (if needed) and your CNIC/passport copies.
- Pay the fee — Pay the equivalence fee and keep the payment receipt; fees are non-refundable.
- Submit — Apply by walk-in (original or photocopy), courier (original or photocopy), or online submission (photocopy only).
- Show originals for verification — At the Head Office or a regional office, staff check your originals and mark them “Seen Original and Verified”. IBCC may also verify your qualification directly with the issuing institution.
- Collect your certificate — Collect it in person, or use the courier/return-delivery option you selected.
Processing time and tracking
IBCC states that 15–20 working days are required to process an equivalence certificate completely. Delays usually come from verification: IBCC must confirm your qualification with the issuing institution, and non-UK qualifications take longer because a proper equivalence certificate is issued only after verification is complete. Cambridge certificates can be verified online, which is why O/A Level cases are often faster. Track your application through the Equivalence Portal on ibcc.edu.pk using your application number or CNIC/passport number. If IBCC refuses an application, you can appeal with a written request and supporting documents; the appeal is reviewed by the Equivalence Committee. An issued equivalence certificate is valid indefinitely, unless the qualification itself is time-bound.
Common reasons for rejection
- Incomplete documentation — the most common reason.
- Qualification from an institution IBCC does not recognise.
- Discrepancies between the transcript and the certificate.
- Academic records that cannot be verified with the issuing institution.
- Applying with only a Statement of Result more than six months old (O/A Levels) instead of the original certificate.
- Missing subject requirements (for example, fewer than eight O Level subjects or three A Level subjects).
Fix discrepancies with the issuing institution BEFORE submitting — IBCC will not correct your documents for you.
FAQs
Q: Can I apply for IBCC equivalence online? A: Yes. IBCC offers three methods: walk-in, courier, and online submission. Note that online submission is for photocopy applications only.
Q: Does IBCC offer urgent equivalence? A: Urgent equivalence is available only for O/A Levels, at Rs 12,000 per certificate. It is not available for other local or foreign qualifications.
Q: I studied in the USA — can I get a Science-stream equivalence? A: It depends on your subjects. If you are short of a science subject, you can complete it at college level (at least two semesters / eight credits) and then apply for the science-stream equivalence with the college transcript.
Q: Is a GED accepted? A: Yes, if completed through an approved testing centre. You need the original GED diploma with its official transcript, a verified SSC/equivalent qualification, and your GED ID and password for online verification. There must be a minimum two-year gap between the SSC/equivalent qualification and the GED diploma.
Q: Do I need IBCC equivalence if I want to study abroad? A: No — IBCC equivalence is for recognition within Pakistan. Foreign universities follow their own admission requirements.
