Overview: Why Sindh Introduced a Teaching License
The Sindh Teaching License Policy is a landmark reform by the Government of Sindh, developed in collaboration with the Sindh Teacher Education Development Authority (STEDA), AKU-IED, Durbeen, and other stakeholders. Its purpose is to raise teacher quality and ensure that only professionally qualified, committed educators are allowed to practice teaching in Sindh’s schools.
Pakistan’s student performance in national and international assessments — including NEAS, Sindh SAT, ASER, and TIMSS — has consistently remained below par. A teaching license system creates a minimum professional benchmark for hiring, making teaching a more structured and respected profession.
A White Paper was produced by AKU-IED in June 2022 and jointly launched with Durbeen and STEDA. The policy emerged from a four-stage consultative process: (1) Situational Analysis & Literature Review, (2) Green Papers, (3) Policy Dialogues with key stakeholders, and (4) Final Policy Document incorporating all feedback.

In case of serious misconduct or misuse of the teaching license, the STEDA Board of Governors (BoGs) has the authority to revoke a teaching license. An appeal can be submitted to the STEDA BoGs for restoration, which will make the final decision after due diligence.
How to Apply for Teaching License
There are two modes of application — online and manual (in-person).
Online Application Process

Upload Required Documents
Upload digital copies of all required documents including degree certificates, experience letters, CNIC/identity document, and any other relevant credentials online.
Pay the License Fee Online
E-payment options are available on the STEDA website. The fee amount is determined by STEDA. You must pay the fee to become eligible to sit the test.

Receive Your Teaching License
Upon successful completion, your Teaching License (Secondary) will be issued and registered in STEDA’s database, which is synchronized with SEMIS, HRMIS, and NADRA.
Manual (In-Person) Process
For teachers who are unable to apply online, a Teacher Facilitation Kiosk is available at STEDA offices. Candidates can submit their applications manually at this kiosk, and STEDA staff will assist with the process. This ensures that digital access barriers do not exclude any eligible teacher.
For Private Sector and Out-of-Province Applicants
Teachers from private schools, as well as foreigners and graduates from other provinces of Pakistan, can apply for a Sindh teaching license by meeting all the same eligibility conditions and passing the test. They must fulfill all STEDA requirements and submit the applicable fees.
Governance Structure
The Teaching License system is governed by a clearly defined hierarchy under the Sindh Education & Literacy Department (SE&LD):
| Role | Responsibilities |
|---|---|
| Education Minister (Chairman, BoGs) | Chairs the Board of Governors (BoGs) of STEDA |
| STEDA Board of Governors (BoGs) | Overall policy oversight; receives annual reports; can revoke licenses for serious misconduct |
| Executive Director, STEDA | Reports to Secretary, SE&LD through BoGs; oversees all STEDA operations |
| Director Teaching License | Heads the Teaching License Wing; reports to Executive Director STEDA |
| Teaching License Committee (BoGs-appointed) | Experts from public and private education; receives quarterly progress reports |
| STEDA Teaching License Wing | Database management, processing applications, test administration, record-keeping, verification |
Data Synchronisation
The STEDA teaching license database will be synchronised with multiple existing government databases to ensure accurate, real-time data management:
- SEMIS — Sindh Education Management Information System
- Biometric Data — Teachers’ attendance biometric system
- HRMIS — Human Resource Management Information System
- NADRA — National Database and Registration Authority
License Portability Across Provinces
The STEDA Licensing Wing will coordinate with other provincial teacher licensing authorities across Pakistan to ensure that a Sindh teaching license is portable and recognised in other provinces. A national coordination forum will be created under the auspices of NACTE (National Accreditation Council for Teacher Education).
